近日【光伏资讯】微信公众号（PV-info）了解到，7月18日，广东江门市新会区发展和改革局发布关于印发新会区推进屋顶分布式光伏项目试点工作的若干措施的通知。

文件提出，推进屋顶分布式光伏规模化开发。鼓励工业园区、企业厂房、物流仓储基地、公共建筑等建筑物屋顶，通过自建或合同能源管理等方式投资建设分布式光伏发电系统，鼓励企业按照不少于装机容量10%的能力配备储能装置。鼓励光伏企业根据新会区工商企业特点，以建设方式、用电消纳水平和光伏可安装规模分类，科学合理制定光伏折扣电价合作模式。推动地块出让规划条件落实光伏实施要求，鼓励实施光伏建筑一体化示范项目。

对利用屋顶建设光伏发电系统的企业，光伏系统所发电量可以在其年度用能指标中予以抵扣。光伏发电项目自发自用电量不计入阶梯电价适用范围，计入地方政府和用户节能量，不纳入能源消费总量。

电网企业要简化光伏项目的并网流程，优化低压并网配置，确保有效消纳，保障屋顶光伏“应接尽接”。

实施新建光伏项目财政补贴政策。设立光伏项目专项补贴资金，对新会区行政区域范围内已完成报批流程，于2023年1月1日起至2023年12月31日建成且首次并网计量的工商业屋顶光伏项目，经属地镇（街、区）、工业园区审核后纳入补贴范围（党政机关、国有及镇属企事业单位、村委会、公办学校及医院、商住楼、个人住宅物业除外），补贴对象为光伏项目的建筑物权属单位或个人，按装机容量一次性补贴，补贴标准为30元/千瓦。
