广东省促进新型储能电站发展若干措施
根据《广东省推动新型储能产业高质量发展指导意见》(粤府办〔2023〕4号)要求,为促进我省新型储能电站规模化有序发展,助力将新型储能产业打造成为我省战略性支柱产业,制定以下措施。
一、拓展多元化应用
(一)推进新能源发电配建新型储能。按照分类实施的原则,2022年以后新增规划的海上风电项目以及2023年7月1日以后新增并网的集中式光伏电站和陆上集中式风电项目,按照不低于发电装机容量的10%、时长1小时配置新型储能,后续根据电力系统相关安全稳定标准要求、新能源实际并网规模等情况,调整新型储能配置容量;鼓励存量新能源发电项目按照上述原则配置新型储能。可采用众筹共建(集群共享)、租赁或项目自建等方式落实储能配置,其中第一种方式由项目所在地市组织布局落实。配置新型储能电站投产时间应不晚于项目本体首次并网时间,原则上不跨地市配置。争取到2025年,全省新能源发电项目配建新型储能电站规模100万千瓦以上,到2027年达到200万千瓦以上,“十五五”期末达到300万千瓦以上。(省能源局,各地级以上市政府,广东电网公司、深圳供电局,各有关发电企业负责)
(二)规划引导独立储能合理布局。按照合理布局、按需建设的原则,电网企业牵头研究提出在新能源大规模汇集而消纳受限地区、电力需求波动大、输电走廊和站址资源紧张等区域的独立储能电站规划布局建议,明确合理配置的规模、布点,鼓励各类社会资本积极参与投资建设。(省能源局,各地级以上市政府,广东电网公司、深圳供电局负责)
(三)持续提升火电联合储能调节能力。火电机组合理配置新型储能电站,联合参与调频、备用等辅助服务市场交易,持续拓宽火储联调的应用场景,加强示范项目跟踪评估。(省能源局,有关地级以上市政府,广东电网公司、深圳供电局,各有关发电企业负责)
(四)大力鼓励用户侧储能发展。按照因地制宜、灵活多样的原则支持工商业企业、产业园区等配建新型储能电站。精密制造、通信、金融等用电量大且对供电可靠性、电能质量要求高的电力用户,按需配置新型储能电站。加快推动分布式新能源、微电网配置新型储能电站,推动工业园区、商业楼宇开展冷、热、电、储综合能源服务。(省能源局、工业和信息化厅,各地级以上市政府,广东电网公司、深圳供电局负责)
(五)积极推进虚拟电厂建设。推动新型储能电站与工业可控设备负荷、充换电设施、分布式光伏等资源聚合应用,配置“智能量测终端+多芯智能电表”,完成独立计量和智能控制,在广州、深圳等地开展虚拟电厂试点。统筹全省虚拟电厂接入、市场交易和协同控制,逐步培育形成百万千瓦级虚拟电厂响应能力。(省能源局、工业和信息化厅,有关地级以上市政府,广东电网公司、深圳供电局负责)
(六)加强抗灾保障新型储能建设。依托全省坚强局部电网建设,在沿海强风区的7个地市中心城区和26个县区中心区规划建设“110千伏户内站+110千伏电缆+新型储能”和“新型储能+10千伏电缆线路+保底用户”电网。针对政府、医院等重要电力用户,建设安全可靠移动式或固定式新型储能电站作为应急备用电源。(省能源局,有关地级以上市政府,广东电网公司、深圳供电局负责)
(七)探索打造“风光储”微电网。在海岛、山区等可再生能源资源丰富地区,结合风电、光伏发电等开发,按需配置新型储能,实施“新能源+储能”开发模式,打造海岛、农村分布式“风光储”智能微电网。(省能源局,有关地级以上市政府,广东电网公司、深圳供电局负责)
(八)大力推动新型储能技术创新试点示范。建设省新型储能制造业创新中心,加快推进产学研用协同示范基地和规模化实证基地建设。开展“源网荷储一体化”项目试点,开展储能电站“一体多用、分时复用”试点示范。促进钠离子电池、固态锂离子电池和液流电池,以及压缩空气、飞轮储能等新型储能电站试点示范。开展多种储能技术联合应用复合型储能试点示范,推动大容量、中长时间尺度新型储能电站试点示范。(省工业和信息化厅、发展改革委、科技厅、能源局,省新型储能创新中心,有关地级以上市政府负责)
(九)促进新型储能与新型基础设施共享融合发展。加快推进新型储能电站与大数据中心、5G基站、数字电网等新型基础设施融合应用,在广州、深圳等电动汽车应用先进地区智能化改造升级直流公共快充站,试点建设直流双向充电桩,探索规模化车网互动。(省发展改革委、工业和信息化厅、能源局,省通信管理局,各地级以上市政府,广东电网公司、深圳供电局负责)
二、强化政策支持
(十)鼓励先进产品示范应用。鼓励省内储能生产制造企业加强技术创新,推进先进产品制造,促进产业集聚发展。加强生产制造企业产品质量抽检和全生命周期质量监管,储能生产制造企业要强化产品质量管理主体责任,确保生产优质可靠产品。及时发布先进优质产品标准规范,引导储能电站项目选择先进优质可靠产品。用户侧储能项目使用产品经认定符合先进优质产品标准规范的,其储能设施用电量单独计量,电价参照全省蓄冷电价政策执行。(省工业和信息化厅、发展改革委、科技厅、能源局、市场监管局,广东电网公司、深圳供电局,省新型储能创新中心负责)
(十一)完善市场价格机制。按照国家有关规定,独立储能电站向电网送电的,其相应充电电量不承担输配电价和政府性基金及附加。根据电力供需实际情况动态调整峰谷价差,合理设置电力中长期市场、现货市场价格上下限。(省发展改革委、能源局,国家能源局南方监管局,广东电网公司、深圳供电局、广东电力交易中心负责)
(十二)强化要素保障。对列入年度计划、独立占地的新型储能电站,按公用设施优先安排项目用地。探索利用退役火电机组既有厂址、输变电设施等建设新型储能电站。在既有场地建设新型储能电站的,简化优化规划选址手续。优先保障新型储能电站土地利用计划指标,各地市在符合行业标准条件下,优化新型储能电站土地利用指标容积率、绿化率要求。对需要履行环评审批手续的新型储能电站项目,开辟环评审批绿色通道;对符合条件不需环评审批的,依法依规不纳入环评管理。优化新型储能电站节能审查流程,保障项目用能需求。(省自然资源厅、生态环境厅、发展改革委、能源局,各地级以上市政府负责)
(十三)强化金融支持。支持新型储能电站项目使用政策性开发性金融工具,支持将新型储能纳入绿色金融支持范围。鼓励各地市结合实际对新型储能电站项目给予财政扶持。(省发展改革委、财政厅、地方金融监管局、能源局,人民银行广州分行、广东银保监局、广东证监局,各地级以上市政府负责)
(十四)建立激励机制。对于落实配置储能电站要求的新能源发电企业,在风光资源竞争性配置、项目立项、项目并网、调度运行、电力辅助服务补偿考核等方面给予优先考虑。根据用户配置储能容量比例,在实施需求响应时予以适当支持。(省能源局、国家能源局南方监管局,广东电网公司、深圳供电局负责)
三、健全运营调度机制
(十五)推进新型储能参与电力市场。按照《广东省新型储能参与电力市场交易实施方案》,独立储能电站可作为独立主体参与电力中长期、现货和辅助服务市场交易;电源侧储能电站联合发电企业作为整体参与电能量市场和辅助服务市场;用户侧储能电站联合电力用户作为整体参与电能量市场和需求响应市场。支持虚拟电厂参与市场化需求响应交易和辅助服务市场。(省能源局,国家能源局南方监管局,广东电网公司、深圳供电局、广东电力交易中心负责)
(十六)优化调度运行机制。建立健全以市场化方式为主的新型储能电站调度运行机制,由电力调度机构制定新型储能电站调度运行规程和调用标准,科学调度新型储能电站。新型储能电站按照国家能源局南方监管局相关监管要求纳入并网主体管理。新型储能电站应规范配置监控系统和通讯信息等二次系统,按程序向电力调度机构上传运行信息,接受调度指令,实现运行数据可测、储能状态可控。(省能源局,国家能源局南方监管局,广东电网公司、深圳供电局、新型储能电站企业负责)
四、规范项目建设管理
(十七)规范项目管理。新型储能电站项目实行属地备案管理。各地市能源主管部门根据省新型储能电站规划,会同市自然资源、生态环境、住房城乡建设、消防等部门和电网企业统筹确定属地新型储能建设需求,以及项目技术、用地、安全、并网等条件,制定新型储能电站年度建设计划(不包括用户侧储能)并推动实施,根据情况变化适时滚动修编计划。各地市能源主管部门督促纳入年度建设计划的新型储能项目业主单位加快办理完成各项建设手续,推动项目及时开工建设,并按月汇总报送省能源主管部门。(省发展改革委、能源局、自然资源厅、生态环境厅、住房城乡建设厅、消防救援总队,各地级以上市政府,广东电网公司、深圳供电局负责)
(十八)优化并网接入。对已完成备案并纳入年度建设计划的新型储能电站,其配套接入电网工程视同纳入省电网规划。电网企业应为新型储能电站提供电网接入服务,完善配套接网工程项目建设管理流程,确保接网工程与新型储能电站建设进度匹配。经电网企业与新型储能电站单位双方协商后,允许新型储能电站项目单位投资建设配套接网工程;电网企业应简化并网流程,提供并网服务指引和管理规范,做好并网调试验收等涉网服务。(省能源局,各地级以上市政府,广东电网公司、深圳供电局负责)
(十九)提高项目建设质量。新型储能电站要严格按照国家和行业有关标准要求开展电站设计、建设、安装、竣工验收和运营,电站设计、施工和监理单位应具相应资质,新型储能电站投产前,应按照国家相关规定组织竣工验收并办理工程质量监督手续。中大型储能电站应选用技术成熟、安全性能高的电池,审慎选用梯次利用动力电池。电网企业完善新型储能电站并网准入细则,强化储能电站设备质量技术标准要求。(新型储能电站企业,各地级以上市政府,省工业和信息化厅、住房城乡建设厅、能源局负责)
(二十)强化安全生产监管。新型储能电站项目单位要按照国家相关规定落实企业安全生产和消防安全主体责任,开展电力技术监督工作,做好产品抽样检测和储能设施全寿命周期监管,制定电站运行和检修规程,定期开展设备运维检修和电池系统健康状态评估、涉网性能检测等,加强员工专业技能培训和考核,建立健全消防安全责任制和消防安全管理制度,依法定期开展防火检查、防火巡查和消防设备检查,健全微型消防站等消防组织,编制应急预案并定期开展演练。(新型储能电站企业,各地级以上市政府,省应急管理厅、市场监管局、能源局、消防救援总队负责)
(二十一)规范项目退出管理。新型储能电站项目单位应按照国家相关规定定期委托有资质的第三方检测单位进行检测,并及时组织论证和落实整改工作,在项目达到设计寿命或安全运行状况不满足相关技术要求时,应及时实施项目退役,并报告原备案机关。(新型储能电站企业,各地级以上市政府,省住房城乡建设厅、能源局负责)
五、强化协调保障
(二十二)加强组织领导。各地、各有关部门要加强对新型储能电站建设工作的领导。省发展改革委、能源局,国家能源局南方监管局及省各有关单位,积极利用国家、省新型储能大数据平台,定期跟踪评估新型储能试点项目建设进度,加强储能建设运行管理,引导新型储能电站健康发展。各地市要组织编制年度建设计划,积极协调解决相关问题,为储能电站项目建设提供要素保障。(省发展改革委、能源局,国家能源局南方监管局,各相关部门,各地级以上市政府,广东电网公司、深圳供电局负责)
(二十三)加强协同监管。各地市政府要落实属地管理责任,加强新型储能建设、运行安全监管,督促项目单位严格落实《国家能源局综合司关于加强电化学储能电站安全管理的通知》(国能综通安全〔2022〕37号)要求。各地能源主管部门在实施新型储能电站项目备案时,要同时下达电力项目安全管理和质量管控事项告知书,明确项目需要履行的相关责任和义务。住房城乡建设部门依法开展新型储能电站选址设计审查、消防设计审查验收备案工作。应急管理、消防部门指导新型储能电站应急预案编制及演练工作,消防部门依法对项目单位遵守消防法律、法规的情况进行监督检查,严格督促项目单位做好消防隐患整改。能源主管部门、市场监管部门、电网企业负责完善新型储能电站标准体系。电网企业积极配合开展新型储能电站的并网和验收工作,杜绝“带病并网”。(各地级以上市政府,省住房城乡建设厅、应急管理厅、市场监管局、消防救援总队、发展改革委、能源局,广东电网公司、深圳供电局负责)
(二十四)促进行业自律。新型储能产业联盟、行业协会及研究机构要充分发挥支撑作用,围绕新型储能政策支持、投资运营、产业发展、技术创新、标准规范等,积极组织开展技术研讨、专业培训和交流合作,促进储能产业链上下游企业交流互动,强化行业自律,营造有序竞争、科学管理、协同发展、合作共赢的市场环境。(省电力行业协会、省电力规划研究中心、省电力设计研究院等负责)
(二十五)建立信息化监管平台。建立全省新型储能电站数据监管平台,新型储能电站项目单位应按照规定报送电池性能、电站运行状态、隐患排查治理和安全事故事件等信息。新型储能电站数据监管平台应定期向省能源局、国家能源局南方监管局报告储能运行及调用情况。分批分期推动新型储能数据监管平台与公安、消防、交通等监管平台对接,逐步拓展平台服务功能,提升电站信息化管理水平。加强信息化监管平台网络、系统、数据安全管理,增强技术防护能力,确保平台稳定运用。(广东电网公司,省能源局,国家能源局南方监管局,省公安厅、交通运输厅、应急管理厅、消防救援总队负责)
1. Expand diversified applications
(1) Promote the construction of new energy storage for new energy generation. According to the principle of categorical implementation, new offshore wind power projects planned after 2022, as well as newly connected centralized photovoltaic
power stations and onshore centralized wind power projects connected to the grid after July 1, 2023, will allocate new energy storage according to not less than 10% of the installed power generation capacity and a duration of 1 hour, and then adjust
the new energy storage configuration capacity according to the requirements of relevant safety and stability standards of the power system and the actual scale of new energy grid-connected; Encourage existing new energy power generation projects to
allocate new energy storage in accordance with the above principles. Energy storage configuration can be implemented by crowdfunding and co-construction (cluster sharing), leasing or project self-construction, the first of which is organized and implemented
by the city where the project is located. The commissioning time of the new energy storage power station should be no later than the first grid connection time of the project body, and in principle, it should not be configured across prefectures and
cities. By 2025, the scale of new energy storage power stations in the province will be more than 1 million kilowatts, more than 2 million kilowatts by 2027, and more than 3 million kilowatts by the end of the "15th Five-Year Plan" period. (Provincial

(2) Planning and guiding the rational layout of independent energy storage.
In accordance with the principle of rational layout and on-demand construction, power grid enterprises take the lead in researching and proposing the planning and layout of independent energy storage power stations in areas where large-scale new energy
collection and consumption are restricted, power demand fluctuates greatly, transmission corridors and site resources are tight, etc., clarify the scale and distribution of reasonable allocation, and encourage all kinds of social capital to actively

(3) Continue to improve the regulation capacity of thermal power joint energy storage. Thermal power units rationally configure new energy storage power stations, jointly participate in market transactions of auxiliary services such as frequency
regulation and backup, continue to expand the application scenarios of fire-storage joint commissioning, and strengthen the tracking and evaluation of demonstration projects. (Provincial Energy Bureau, relevant prefecture-level listed governments,

(4) Vigorously encourage the development of user-side energy storage. In accordance with the principle of adapting measures to local conditions, flexibility and diversity, support industrial and commercial enterprises, industrial parks, etc.
to build new energy storage power stations. Power users with large power consumption such as precision manufacturing, communications, and finance and high requirements for power supply reliability and power quality can configure new energy storage
power stations on demand. Accelerate the deployment of new energy storage power stations in distributed new energy and microgrids, and promote the development of integrated energy services for cooling, heating, electricity and storage in industrial

(5) Actively promote the construction of virtual power plants. Promote the aggregation and application of new energy storage power stations and industrial controllable equipment loads, charging and swapping facilities, distributed photovoltaics
and other resources, configure "intelligent measurement terminals + multi-core smart meters", complete independent metering and intelligent control, and carry out virtual power plant pilots in Guangzhou, Shenzhen and other places. Coordinate the access,
market trading and collaborative control of virtual power plants in the province, and gradually cultivate the response capacity of million-kilowatt-level virtual power plants. (Provincial Energy Bureau, Department of Industry and Information Technology,

(6) Strengthen the construction of new energy storage for disaster resistance. Relying on the strong local power grid construction of the province, the "110 kV indoor station + 110 kV cable + new energy storage" and "new energy storage + 10
kV cable line + guaranteed user" power grid are planned to be built in 7 central urban areas and 26 counties and central areas in the coastal strong wind area. For important power users such as governments and hospitals, build safe and reliable mobile

(7) Explore the creation of "wind, solar and storage" microgrids. In areas rich in renewable energy resources such as islands and mountainous areas, combined with the development of wind power and photovoltaic power generation, new energy storage
is allocated as needed, and the "new energy + energy storage" development model is implemented to build a distributed "wind, solar storage" smart microgrid for islands and rural areas. (Provincial Energy Bureau, relevant prefecture-level listed government,

(9) Promote the shared and integrated development of new energy storage and new infrastructure. Accelerate the integration and application of new energy storage power stations with new infrastructure such as big data centers, 5G base stations, and digital
grids, intelligently transform and upgrade DC public fast charging stations in areas with advanced application of electric vehicles such as Guangzhou and Shenzhen, pilot the construction of DC two-way charging piles, and explore large-scale vehicle-network

2. Strengthen policy support
(10) Encourage the demonstration and application of advanced products. Encourage energy storage manufacturing enterprises in the province to strengthen technological innovation, promote the manufacture of advanced products, and promote the
development of industrial agglomeration. Strengthen product quality sampling and full life cycle quality supervision of manufacturing enterprises, and energy storage manufacturing enterprises should strengthen the main responsibility of product quality
management to ensure the production of high-quality and reliable products. Timely release advanced and high-quality product standards and specifications, and guide energy storage power station projects to select advanced, high-quality and reliable
products. If the products used in the user-side energy storage project are determined to meet the standard specifications of advanced high-quality products, the electricity consumption of its energy storage facilities shall be measured separately,

(11) Improve the market price mechanism. According to the relevant provisions of the state, if an independent energy storage power station sends electricity to the power grid, its corresponding charging power shall not bear the transmission
and distribution price and government funds and additions. Dynamically adjust the peak-valley price difference according to the actual situation of electricity supply and demand, and reasonably set the upper and lower limits of the medium and long-term

(12) Strengthen element safeguards. For new energy storage power stations that are included in the annual plan and occupy an independent land, priority will be given to arranging project land according to public facilities. Explore the use
of existing sites and power transmission and transformation facilities of retired thermal power units to build new energy storage power stations. Where a new energy storage power station is built at an existing site, the procedures for optimizing
planning and site selection shall be simplified. Priority is given to ensuring the land use plan indicators of new energy storage power stations, and all cities are to optimize the requirements of the floor area ratio and greening rate of land use
indicators of new energy storage power stations under the condition of meeting industry standards. For new energy storage power station projects that need to go through EIA approval procedures, open up a green channel for EIA approval; Those who meet
the conditions and do not need EIA approval shall not be included in the EIA management in accordance with laws and regulations. Optimize the energy-saving review process of new energy storage power stations to ensure the energy demand of the project.
